No I don`t think this is the way it's been done. I think that the air-line is responsable in the first place to check out and second the government from where the air-line is, plus the gov from the country where the plane crashed at. And then they inform the governments of the countries from which they know that the plane had passengers of it.

i dont think it works like that i doubt there has to be government involvement, the airline would conduct an investigation as to why the aeroplane crashed once it had been found. and if it was deemed suspisious the police would conduct an investigation.
if the airline has something to do with why they crashed on the island as i presume they do because of cindy being an other and the airline stewardess, then once mickheil who is the one who contacts the outside world knew they had crashed he sent a report to the airline stating that the plane had been found at the bottom of the ocean |
