Zeke/ethan make list

Okay in the flashback last episode claire was in the room and someone (zeke, supposedly) was talking to ethan. As I recall, he said something like "you were supposed to make the list" and Ethan said it wasn't his fault, they had the manifest.

Were they reffering to a list of "good" people like with the tail-end survivors?

I'm not so sure about that.

Last episode Jack told Kate that they didn't "want" him or her, which I think indrectly plays into this. Some sort of foreshadowing.
