The People The "others" Want

I have a simple question.

Before Michael went back to the beach, he was given a list of his fellow survivors to come back with:

Kate, Sawyer, Hurley and Jack.

However, back when Henry was still captive, he told Locke that he was there for him. How come John Locke wasn't on the list given to Michae?

The only thing I can find is something Goodwin said in The Other 48 Days:
"That first night they took the strongest of us -- our quiet friend -- three other guys. They're all athletic, tough, threats"

Jack, Kate and Sawyer fit the profile, but Hurley's name on the list is completely odd. It's possible there's a greater connection we haven't seen yet.

Maybe they're luring these four out, so they can get to the others, like Eko or Locke.

Maybe fake Henry was just lying to Locke! Hard to believe from an "other" I know.

The only reasons I can think of for Hurley is A) his connection to the numbers B) he has some extraordinary immunity to this virus (I may be assuming here) or whatever they keep taking meds for. Kate, Jack and Sawyer--take away their leadership and the rest are pretty much up for grabs. Locke ran off and Eko is so busy with the button that he's no real bother. But why on earth didn't they just take Jack, Kate and Sawyer when they had the chance? They could have kept Locke or sent him back--whichever they wanted. I hope they explain that to some degree.
